- Conducted a statistically valid voter survey to assess community priorities and support

- Required: 2,200+ verified signatures from registered voters within the proposed town boundaries
- Signatures must be gathered within a 6-month period
- Once verified, this authorizes submission of the formal incorporation application
π 3. Submit Formal Application to LAFCO
- Includes detailed maps, proposed governance structure, and financial projections
- LAFCO = Local Agency Formation Commission, the body that oversees incorporation in California
π 4. Comprehensive LAFCO Review
- LAFCO conducts or commissions a Comprehensive Fiscal Analysis (CFA)
- Public hearings are held to receive community input
- LAFCO votes on whether to approve or deny the incorporation proposal
